Then it came to them! Since the undertaking seemed so massive, locals and government officials managed to get the U.S. Army Corps of Engineers on the job. As they say: when all else fails, bring in the army! Soon enough, the Army Corps of Engineers descended on Niagara Falls, determined to drain it. Of course, at the time, they had no ideas of the horrible history they would soon uncover…
