Six Months Without Water

After the Corps of Engineers completed the dam, water stopped falling over Niagara Falls for about six months. During this time, the engineers, historians, and construction workers planned to work together to remove the rocks and debris. Now the team had yet another conundrum on their hands: finishing the project as quickly as possible or let tourism continue to flourish?
