State Criteria

In the state of Pennslyvania allowed any parents to omit their name from the birth certificate. Still, state legislators also added extra protections for the parents when they passed the law granting adopted children access to their birth certificate. So, in order to get the birth certificate, applicants need a GED or high school diploma and to submit to a background check.
